Sir,
REC
C.O.

Chambers,
397
Courts of Justice, Hongkong,
zlɛt January, 1913.
I have the honour to forward to Your Excellency
an application from the Attorney General aɛking to be appoin- ted one of His Majesty's Counsel for this Colony, which I beg most strongly to recommend.
2. Apart from the fact that as Attorney General and leader of the Bar he is entitled to the distinction, which
Buckmill I believe was possessed by all his predecessors, Mr. possesses an exceptional record of service in the Colonial
Service.
3. I may add that his work in the Courts here has proved him to be an able, tactful, and fair-minded advocate, and he has in a very short space of time won, I believe, the entire confidence both of the legal profession and of
the Community.
His Excellency
The Governor,
I have the honour to be,
Sir,
Your Excellency's most obedient servant,
W. Rees Davies.
Chief Justice.
